Marcel Kramer

Marcel Kramer is a Dutch national residing in Amsterdam. After obtaining a master’s degree in Private and Corporate Law, he held several positions in Government and in international organizations

(NATO, International Energy Agency). Subsequently Marcel spent his entire career in international energy companies on different continents.

Over the past 15 years, he held a range of senior executive positions in the international gas industry and he has an extensive personal executive network in this field. 

He currently works internationally as an independent consultant, company director and advisory board member on strategy, policy and project management in the field of energy and infrastructure.

He is also President of the Energy Delta Institute, an international energy business school, which supports the development of young executives through a wide range of industry courses and networking events. 

Marcel Kramer is a frequent public speaker on energy topics and lectures in several executive education programs associated with universities in Europe and Russia. He is an active longstanding member of the Council of the International Gas Union (IGU), for which he reports to the IGU President as ‘Regional Coordinator’ for Russia, the Black Sea region and the Caspian.

Mr. Kramer’s career began in the mid-70s when he joined the Department of Oil & Coal at the Ministry of Economic Affairs of the Netherlands. 

From 1979 Mr. Kramer held a number of international energy-related positions. He worked on energy issues in the Secretary General's Office at NATO Headquarters in Brussels.

Subsequently he led the Oil Industry Division at the International Energy Agency in Paris, where one of his responsibilities was the IEA's Monthly Oil Market Report published through the Financial Times. 

His next move (1988) was to Canada, where he spent almost 4 years in Calgary as Director of Crude Oil Supply and Trading in Petro-Canada.

In 1992 he returned to Europe to work for Statoil, which saw him take up several senior management positions in Norway, Bangkok, Singapore and Caracas.

In 2003, Mr. Kramer joined the national gas infrastructure and transport company GASUNIE in The Netherlands; he was appointed Chairman and CEO in 2005.

Marcel was CEO of the South Stream Offshore Pipeline project JV-company (Gazprom, ENI, BASF/ -Wintershall and EDF), based originally in Switzerland and later in Amsterdam from 2010 till mid-2013.

Subsequently he was Senior Counsel to the CEO of Gazprom, a position he held until October 2015. 

In 2010, Mr. Kramer was awarded the title of Officer in the Order of Orange-Nassau by Her Majesty Queen Beatrix of the Netherlands in recognition of his services to the Kingdom.
