NEWSLETTER HAEE | MARCH 2018

Editorial

Energy news from ΗΑΕΕ

Additional round of bidding for DESFA

The first round of bidding for 66% of the Gas Transmission System Operator (DESFA) has been completed, said the Greek Minister of Environment and Energy, Giorgos Stathakis, on March 29th. “The price offered exceeds €400 million, which occurred during the previous tender. Bids submitted ranged between the limits set by the two independent evaluators. Then the second TAIPED, the state privatization fund, had set a term requiring follow-up binding bids, should the initial offers be less than 15 percent apart, with the intention of offering an incentive for higher bidding. The two teams in contention are holding back for the decisive follow-up round, while the bidding could reach close to 500 million euros, or, ideally, even more, one pundit remarked.

The first phase of the Cyclades Interconnection Project was officially inaugurated

The first phase of the Cyclades Interconnection Project was officially inaugurated on March 19th by the Prime Minister of Greece, Alexis Tsipras, in the presence of the Energy and Environment Minister George Stathakis and the Mayor of Syros, George Marangos.

As noted during the ceremony, the 12th of March was a historical day for the island of Syros. On this day, the oil power station of Syros ceased to operate and the island was interconnected to the Hellenic Electricity Transmission System (HETS) via the Lavrion GIS Substation. The electricity needs of Syros, Paros, Antiparos, Naxos, Koufonissi, Schinoussa, Iraklia, Ios, Sikinos and Folegandros are now covered by the mainland Electricity Transmission System, with Mykonos expected to follow in the near future. The Cyclades Interconnection is a very important Project for the Greek economy, as it provides reliable and sufficient power supply to the islands with high voltage electricity needs, boosting tourism and the economic activity as a whole. At the same time, the burden on consumers through Public Service Obligations (PSOs) is reduced, since all electricity consumers in Greece subsidize the more expensive electricity that is generated by oil power stations in the non-interconnected islands. Furthermore, the Project improves the environmental footprint of the islands and encourages the penetration of Renewable Energy Sources through new investments.

The €247 million Project, which was co-funded by the European Union and the National Strategic Reference Framework (NSRF) and financed from the European Investment Bank, is the first Project completed by ADMIE under its new shareholder structure, signaling a new era of interconnections for the Transmission System Operator. The new management that took over in the summer of 2017, in cooperation with the employees, completed the Project within a seven- month period, resolving speedily various administrative and business problems along the way. As the Chairman and Chief Executive Officer of ADMIE M. Manousakis pointed out, “This is an excellent example of how a company under public control can accelerate projects, operate efficiently and thus contribute to the development of the national economy”. .

Construction of the TAP natural gas pipeline is proceeding at a fast pace

Construction of the 550-kilometer Greek portion of the TAP natural gas pipeline is proceeding at a fast pace ( the drilling work area has been implemented in 536 km and 228 km are being restored). In anticipation of future needs, TAP's developers integrated flexibility into the pipeline design to accommodate future gas volumes. TAP's initial capacity of 10 billion cubic meters (bcm) of gas per year is equivalent to the energy consumption of approximately seven million households in Europe. The pipeline will also have the so-called 'physical reverse flow' feature, allowing gas from Italy to be diverted to South East Europe, if energy supplies are disrupted or more pipeline capacity is required, to bring additional gas into the region.
