Developments in the market of renewables are constant
The first common tender for wind energy and photovoltaics in Greece is expected with great interest by the market, while the regulatory authority, RAE, concludes its preparations and final touches before announcing the schedule. At the center of attention lies the level of competition, as well as the prices during the tender, in order to ascertain the country's progress towards the ever greater installation of “green” energy plants and achieving its energy and climate goals. The authorities' expectation is that there will be intense participation taking into account that last year RAE received applications for 8 GW of renewables. We should keep in mind, though, that in order for the process to be successful, it takes something more, such as the adequate staffing of RAE to be able to deal with its difficult task, as well as the simplification of the licensing process to reduce the time until the realization of new investments. When it comes to the wider renewables market, many more steps are required, such as the conclusion of the framework concerning small wind turbines and net metering, the modernization of land use planning in order to install more renewables on land and the sea, better funding opportunities, development of the power grid and much more. Also, our country needs to pay attention to new alternative technologies developed abroad and not stay behind, such as energy storage, blockchain, renewable gas and many more things that are not far away, but can soon contribute to the better function of the energy system, the reduction of cost for consumers and of course, the decarbonizing of the sector as a whole.
Οι εξελίξεις στις ΑΠΕ είναι διαρκείς
Η διεξαγωγή του πρώτου κοινού διαγωνισμού αιολικών-φωτοβολταϊκών αναμένεται με ενδιαφέρον από την αγορά, τη στιγμή που η ΡΑΕ ολοκληρώνει τις προετοιμασίες της και βάζει τις τελευταίες “πινελιές” προτού ανακοινώσει το πρόγραμμα διεξαγωγής. Στο επίκεντρο του ενδιαφέροντος βρίσκεται αφενός το επίπεδο ανταγωνισμού, καθώς και οι τιμές των προσφορών που θα επικρατήσουν, ώστε να διαπιστωθεί η πρόοδος που σημειώνει η χώρα μας προς την ολοένα και μεγαλύτερη προσθήκη μονάδων “πράσινης” ενέργειας στο ενεργειακό της μείγμα και να επιτύχει εν τέλει τους ενεργειακούς και κλιματικούς της στόχους. Η προσδοκία των αρχών είναι ότι θα υπάρξει μεγάλη συμμετοχή, καθώς κατά το τελευταίο έτος το επενδυτικό ενδιαφέρον για ΑΠΕ στην Ελλάδα εκτοξεύτηκε αν λάβουμε υπόψη τις αιτήσεις για μονάδες συνολικής ισχύος 8 γιγαβάτ που υποβλήθηκαν στη ΡΑΕ. Δεν θα πρέπει να ξεχνάμε, όμως, ότι για την επιτυχία του όλου εγχειρήματος χρειάζεται κάτι περισσότερο, όπως για παράδειγμα η επαρκής στελέχωση της ΡΑΕ προκειμένου να φέρει εις πέρας το δύσκολο έργο της και η απλοποίηση των αδειοδοτικών διαδικασιών ώστε να περιοριστεί ο απαιτούμενος χρόνος μέχρι την ολοκλήρωση των επενδύσεων. Εν γένει για τις ΑΠΕ, χρειάζονται πολλά ακόμη βήματα, όπως η ολοκλήρωση του θεσμικού πλαισίου για τις μικρές ανεμογεννήτριες και το net metering, η ολοκλήρωση του χωροταξικού ώστε να εγκατασταθούν περισσότερες μονάδες στο χερσαίο και γιατί όχι, στο θαλάσσιο χώρο, η διευκόλυνση της χρηματοδότησης, η ανάπτυξη του δικτύου και πολλά ακόμη. Επίσης, η χώρα μας πρέπει να αρχίσει να δίνει προσοχή και στις νέες εναλλακτικές τεχνολογίες που αναπτύσσονται στο εξωτερικό ώστε να μη μείνει πίσω, όπως η αποθήκευση ενέργειας, το blockchain, το ανανεώσιμο αέριο και πολλά ακόμη πράγματα που δεν είναι καθόλου μακριά, αλλά μπορούν να συμβάλουν σύντομα στη βελτίωση της λειτουργίας του ενεργειακού συστήματος, στον περιορισμό του κόστους για τους καταναλωτές και φυσικά στην απανθρακοποίηση του κλάδου συνολικά.
